Acquisition of homes with Own Roof fell by 50%

Between January and August of this year, according to the latest report from the Peruvian Chamber of Construction (Capeco), a total of 22,420 Family Housing Bonds (BFH) have been disbursed in the two modalities: Acquisition of New Housing (AVN) of the program Own roof and construction on Own Site.

In detail, only 5,909 corresponding subsidies have been delivered to the AVN, which represents a decline of almost 50% compared to the same period in 2022, when 8,986 bonds were delivered (see graph).

Guido Valdivia, executive director of Capeco, indicated that this “significant” drop is due to recent corruption allegations related to irregular financing from the Mivivienda Fund (FMV) to real estate projects of businesswoman Sada Goray, who is serving preventive detention for 30 months.

In contrast, for construction in Sitio Propio, 16,734 bonds were granted until the eighth month of the year, which represents a decline of 1.3% compared to what was achieved last year, which was 16,734.

It is important to note that for the modality AVN A bonus of S/43,312.50 (8.75 UIT) is assigned, while for construction it is S/29,700 (6 UIT).

Credits down

For August, FMV loan disbursements fell 30.1% compared to last year.

Along these lines, the New Mivivienda Credit reached 890 subsidieswhich also translates into a drop of 27%.

According to Valdivia, this scenario could lead to a reduction of up to 15% by the end of 2023.

Furthermore, if administrative and regulatory problems worsen, the supply of living place and placements could be even more affected.

“We are in a situation where the Mivivienda Fund “It continues to grow, but since April there has been a clear trend towards contraction,” he warned.

On the other hand, the disbursement of FMV credits was 67% in Lima and 33% in other regions.

Likewise, it was recorded that 78% of the banks were part of the loans, while only 21% were from other institutions.

The expert highlights that this imbalance is due to the difficulties faced by microfinance institutions, such as municipal and rural banks, in securing credit lines in Mivivienda.

Finally, Techo Propio’s complementary financing for August obtained 31 acquisitions (-68.7%), the lowest figure since April 2020.

Construction in red

This negative scenario coincides with the decline in GDP of the construction sector, which decreased by 8.8% between January and July, marking one of its worst results in 10 years.

Among the reasons are the continuous decline in consumption of cement for more than a year (-6.1%) and the drop in public works progress (-18.6%) for the third time in six months.
