The State must promote free internet access with public and private investments

The Peruvian State must guarantee, through the public or private investmentfree internet access throughout the national territory, with special emphasis on rural areas, peasant and native communities.

This, after the Executive Branch will publish today Law 31878, issued by Congress at the beginning of this month, which promotes the use of these information and communication technologies, and recognizes the right of access to free internet throughout the country. National territory.

For this purpose, numeral 4 of article 2 of the Political Constitution of Peru is modified, in accordance with the following text:

Article 2. Every person has the right:

4. To the freedoms of information, opinion, expression and dissemination of thought through the oral or written word or image, through any means of social communication, without prior authorization or censorship or any impediment, under the responsibilities of the law. The State promotes the use of information and communication technologies throughout the country. Crimes committed through books, the press and other means of social communication are classified in the Penal Code and are tried in the common jurisdiction.

Likewise, article 14-A is incorporated into the Political Constitution of Peru, in accordance with the following text:

Article 14-A. The State guarantees, through public or private investment, access to free internet throughout the national territory, with special emphasis on rural areas, peasant and native communities.”

It should be noted that Peru has become the second country in the world, only behind Germany, with the highest growth rate of fiber optic access connections globally, the Supervisory Body for Private Investment in Telecommunications (Osiptel) reported this Wednesday. ).

Investments in the telecommunications sector closed 2022 in positive territory, registering an amount of S/3,552 million, which represents a growth of 9.7%, compared to 2021.
