Currently, this benefit can only be accessed if the worker contributes at least 10 years; However, of those affiliated with the 19990 regime, which reaches 4.6 million, 522,696 contributed between 6 and 9 years, according to the ONP Statistical Bulletin 2023.
Bill 5965, presented this Wednesday, September 20, proposes modifying article 3 of Law 31301, which establishes the measures for access to a proportional pension as follows:

“It is essential to understand that this legislative proposal responds to a strong social demand, since members who fail to contribute more than 10 years to the SNP are generally citizens with limited economic resources, “as a result of multiple factors that influence their situation of vulnerability and it is the duty and responsibility of the state to safeguard their rights and dignity.”is stated in the document.
It is worth remembering that coverage is one of the main problems of the Peruvian pension system -ONP and AFP-, which is why the Executive and Legislative have prepared proposals to reform it.
Congressman Bellido’s initiative must go through the evaluation of the Congressional committees before reaching the Plenary Session for debate and voting. If approved, the Ministry of Economy and Finance (MEF) will have a maximum period of 90 days after the official publication of the standard to dictate the measures that allow its application.
