Nevertheless, He clarified to his clients that, “depending on the cut-off date for mobile and fixed telephony services, clients will receive in their invoice the prorated value of ICE on the corresponding days until November 30”.

This means that the plans that are charged in the middle of the month, for example, will have one part, corresponding to the month of November, taxed with ICE and another, corresponding to December, without ICE.

Meanwhile, the Movistar company has not yet confirmed its actions regarding the new tariff.

In 2016, during the government of Rafael Correa, Corporate plans were taxed, but not those of people with ICE, through the Public Finance Balance Act. Then, in 2019, the Tax Simplification and Progressivity Law ordered the collection of 10% from ICE for personal plans. This, according to Jorge Cevallos, executive director of the Association of Telecommunications Companies (Asetel), generated a loss of at least 800,000 plans for individuals. This, because they preferred to migrate to the prepaid mode, which however has higher costs.

Now, ICE ceases to govern both corporate and personal plans.
