Indecopi: restricted hours at virtual party tables affect more than 200,000 annual procedures

Indecopi detected 23 regional governments and 23 provincial municipalities that failed to comply with the 24-hour service. This situation also generates an economic cost of S/5 million to citizens.

The Regional Technical Secretariat for the Elimination of Bureaucratic Barriers (SRB) of the indecopi initiated 46 investigations after detecting that 23 regional governments and 23 provincial municipalities impose requirements that limit the hours to present documents at their virtual parts tables.

Such entities work under a sixteen hour restriction; that is, only 67% of a full day was covered. This occurs despite the fact that article 117 of the General Administrative Procedure Law (LPAG) establishes that public entities must implement a mandatory digital parties table, and its office hours are twenty-four hours and seven days a week.

“In other words, the presentation of documents is not limited to the entity’s office hours of one business day, but rather it considers the documents presented on the date of shipment,” says Indecopi.

Affectation

It should be noted that these time restrictions affect more than 200,000 procedures that are carried out annually in the investigated entities. Besides, generate an economic cost of more than S/5 million to citizens, whose procedures are affected by non-compliance with care.

Indecopi highlights that the investigations arise as a product of its preventive work in various regions. This initiative has made it possible to identify different bureaucratic barriers at the parties table: such as the obligation to present documents exclusively in physical format, the time restrictions for the presentation of documents at the virtual parties table and the limitation in the computation of deadlines.
