Proinversión: Peru-Ecuador electrical interconnection project will be awarded on July 31

The Private Investment Promotion Agency (Proinversión) reported that the Piura Nueva – Frontera Substation 500 kV Transmission Line project, which is part of the development of the 500 kV electrical interconnection of Peru and Ecuador, will be awarded on July 31, 2023.

The international public tender has four pre-qualified bidders: Celeo Redes, SLU; Cobra Installations and Services SA; SAESP Electrical Interconnection; and Alupar Perú SAC The award date was set by Proinversión through a circular issued this July.

“The successful pro will be awarded to the company that offers the best offer related to the total investment cost and the annual operation and maintenance cost,” the agency said in a press release.

The Piura Nueva – Frontera Substation 500 kV Transmission Line will provide energy supply security for Peru and Ecuador, and will increase reliability and the capacity to transport electricity with efficiency and quality.

Likewise, it will strengthen the National Interconnected Electric System (SEIN) which will promote the development of commercial, industrial and service activities in the north of the country.

The line will start from the Piura Nueva Substation and will travel 270 kilometers to the border crossing point, where it will meet the Ecuadorian section.

The estimated investment in this project is US$223 million (without IGV), and the concession term covers the construction period of 46 months and 30 years of operation and maintenance from the start of commercial operation. The work on the Peruvian side is expected to be completed in 2027.

The project is promoted by Proinversion on behalf of the Ministry of Energy and Mines (Minem). It will be developed through the Public-Private Association (PPP) modality that ensures the sustainability of infrastructure and public services.

The development of the Ecuadorian section of the interconnection with Peru is carried out by the government of the neighboring country through a public work, directed by a state company called Transelectric, in charge of electrical transmission in that country.

To date, its schedule shows great progress, having concluded with the engineering and the environmental impact study; in the remainder of the year 2023 it will complete the financing of the works and in the year 2024 it will tender them; Expecting to complete the work in mid-2027.

Proinversión: more than US$1,000 million awarded

The award of the Piura Nueva – Frontera TL will be added to the six projects awarded in the First Semester of 2023 for an amount exceeding US$1,000 million.

Previously, it was awarded two electricity transmission projects (Ica-Poroma and Jaén-Cáclic) for US$73 million; two projects of AWS-3 and 2.3 GHz Radio Spectrum Bands for internet and 4G mobile telephony, for more than US$600 million, and two Essalud Specialized Hospitals in the cities of Piura and Chimbote, for US$323 million.

The entity’s goal for the Second Semester of 2023 is even more auspicious, since it plans to award 12 projects through the APP modality and Projects in Assets for an amount greater than US$2,000 million.

After the Piura Nueva – Frontera TL project, seven more electrical projects follow, which add up to a total investment of more than US$1,000 million. Also included are the Ancón Industrial Park projects, worth US$750 million; the Huancayo – Huancavelica Railway (US$263 million); and the New San Juan de Marcona Port Terminal (US$410 million).
