The Economic Regime Commission of the Assembly, chaired by the assembly member of Pachakutik Mireya Pazmiño, called for knowledge a few minutes ago of the official letters sent by both the President of the Republic, Guillermo Lasso, and the Council of the Legislative Administration on the ratification of the Executive regarding the 2022 budget proforma and the 2022-2025 four-year programming.
In a very quick session, the two offices were read and President Pazmiño indicated that a report on the subject by the Commission’s technical team (former Minister of Economy Carlos de la Torre and Verónica Quintero). It is will receive contributions from the assembly members these days and will be debated and voted on on Friday, in a new meeting of the Commission.
This report will be known in the plenary session of the Assembly, possibly, next week. The Commission had observed and made some recommendations to the Government, related to reviewing the allocations for Education, Health, retirement incentives, prioritizing social issues against debt, among others. However, these observations were not substantive but formal, according to the Government’s perception. In any case, the Ministry of Economy gave the respective explanations in a 57-page report, but did not accept any of the observations.
The 2022 budget proforma amounts to $ 33,899.73 million (including the Derivatives Financing Account, CFDD) and which represents an increase of $ 2,438.57 million (2.22% of GDP) in relation to that codified as of August 31, 2021 of the PGE.
Total income of the proforma total $ 24,114.62 million and expenses are $ 27,898.12 million, resulting in an overall deficit of $ 3,783.50 million, equivalent to 3.45% of GDP. This figure represents $ 29.70 million more than the deficit registered in the codified budget as of August 2021. In accordance with legal regulations, the proforma does not include any income expected by the Organic Law for Economic Development and Fiscal Sustainability after the COVID-19 pandemic, which has been presented to the National Assembly.
The proforma presented had not included the income of at least $ 800 million from the tax reform for 2022 that has just come into effect by the Ministry of Law. These resources will lower the deficit. (I)
