The head of the Ministry of Agrarian Development and Irrigation (Midagri), nelly paredesannounced this morning that to support the development of small producers, the regulation of the Law No. 31335Law for the Improvement of the Association of Agricultural Producers in Agricultural Cooperatives, which will be published in the coming days.

“From the Ministry of Agrarian Development and Irrigation (MIDAGRI), and counting on the disposition of the MEF and SUNAT in the understanding of the cooperative act, the approval of the regulation has been made possible. We know that there is still a pending agenda, for which I ask for your collaboration from the producers of the field to join efforts,” he said at the award ceremony of the VIII National Peruvian Chocolate Contest (International Chocolate Awards) of the Salón del Cacao y Chocolate.

The minister stressed that, among the benefits of this regulation, it will facilitate a special tax regime of exemption from Income Tax for cooperative acts carried out by agricultural cooperatives and the protection regime for the benefit of its members, with a reduced rate of 0%. for net income of up to S/148,500.

“It also develops a powerful mechanism to encourage the transformation of civil associations into agricultural cooperatives, which will make it more agile and faster for this non-profit legal form to migrate to an associative business model, which will benefit thousands of producer associations,” he said. .

Main benefits of the standard

According to Midagri, there are more than 200,000 agricultural, livestock and forestry partners nationwide who will benefit from the standard, as well as 500 agricultural and communal cooperatives, 150,000 families and around 360,000 cultivated hectares. It will also favor coordination with markets, promotion of rural agroindustry, access to technological modernization, land titling, and others.

In addition, with the entry into force of the regulation, the National Council of Agrarian Cooperatives (CONACA) will be implemented, a body of the highest level in charge of the coordination, planning, promotion and investigation of the agrarian cooperative activity. “It will be a public-private space for the construction, analysis and formulation of proposals and strategies, which facilitates the sustainable and competitive development of the agricultural cooperative model in favor of the inclusion of agricultural producers”, stressed Paredes.

In the same way, it provides that the dependencies of the agricultural and irrigation sector, as well as the regional governments, prioritize the mechanisms and instruments for the promotion of agricultural cooperatives, as well as extend the functions of the General Directorate of Associativity for the adequate implementation of mechanisms of promotion of associativity and business development of producers.

“For this reason, the importance of the Law for the Improvement of the Association of Agricultural Producers in Agricultural Cooperatives, which develops for the first time a regulatory framework, which encourages and promotes all agricultural cooperatives, that is, agricultural, livestock and forestry “. remarked.
