The State Duma banned self-walking dogs and cats

The State Duma today adopted in the second and third readings a bill on stray animals, which, in particular, prohibits self-walking of pets.

An amendment is made to Art. 13 of the law “On the responsible treatment of animals and on amendments to certain legislative acts of the Russian Federation”. It specifies the requirements for keeping pets. Among other things, it now talks about a ban on “free, uncontrolled movement of an animal” along the roadway, in elevators, courtyards of apartment buildings, at children’s and sports grounds. The updated version states that such a ban now applies to all places, except for “places allowed by the decision of the local government for walking animals.”

In addition, the bill gives the powers to the regions to adopt their own legislative acts that determine the procedure for handling stray animals.

In addition, changes are made to Art. 17, which, among other things, spells out the mandatory humane treatment of neglected animals.

Amendments to the federal law also change the very concept of “activities for the treatment of animals without owners.” Now it includes the capture of homeless animals, their maintenance (including treatment, vaccination, sterilization), return to their former habitats and other measures provided for by the current federal law. And the updated version says that the treatment of animals without owners includes only measures for their capture, including transportation, and (or) other measures provided for by “legislation in the field of treatment of animals.”
