Congressman Paul Silvio Gutiérrez, from the Magisterial Bloc of National Coordination, proposes to promote and regulate the creation of artificial rain in Peru in order to guarantee the good productivity of agriculture and minimize the impact of droughts and other unfavorable weather conditions on the agricultural sector.
Bill 5547 defines artificial rain as the weather modification process through which it seeks to induce precipitation in specific areas using techniques such as cloud seeding, generation of aerosols, among others. To carry out this process, there are two requirements: environmental impact assessment and public consultation.
In addition, within the restrictions it is considered that specific periods will be established for the realization of artificial rain, considering the climatic conditions and agricultural cycles; measures must be taken to guarantee the protection of the environment, avoiding negative impacts on ecosystems; and monitoring and follow-up programs will be established to assess the effects of artificial rain on crops and soils.
“The cloud seeding it has been used successfully in many parts of the world to generate rainfall in areas where drought is a problem. For example, in the United States, it has been used to generate rain in areas affected by drought, such as in the state of California. In other countries, such as China, Russia and the United Arab Emirates, lCloud seeding has been used to increase precipitation and reduce air pollution”is specified in the document.
The legislative initiative was presented this Tuesday, July 11, and must go through the evaluation of the congressional commissions before reaching the plenary session for debate and voting.
