Congressman Jorge Coayla Juárez (Perú Bicentenario) proposes creating the Complementary Fund for Industrial Fishing Retirement (FCJPI), as a complementary social contribution of a permanent, intangible, unseizable and independent nature, in order to complement retirement, disability and survival of workers regardless of their pension regime at the time of retirement.

Bill 5531 maintains that the contributions are made by the employers who own the industrial fishing establishments for direct and indirect human consumption, who assume the responsibility of the deposit equivalent to US$2.50 per metric ton of fish landed.

“It is of great importance that the social contribution equivalent to US$1.95 per MT of fish unloaded in said industrial fishing establishments for indirect human consumption is raised to the amount of US$2.50 per MT, supported by the fact that the cost of living has risen, as a result of inflation causing basic food items to rise”is stated in the document.

While the National Superintendence of Customs and Tax Administration (SUNAT) would be in charge of collecting the contributions, which must be paid within the first twelve business days of the month following the submission of the annual income tax affidavit that companies make.

In addition, a tripartite commission will be created, made up of workers, employers and state entities, that supervises the administration of the resources of the FCJPI, whose functions will be established in the regulations of this law.

The initiative was presented on Thursday, July 6, 2023 and is already in the Economy and Production commissions of the Congress of the Republic for analysis and evaluation. Then it can go to plenary for debate and voting.
