The president of Perupetro, Isabel Tafurreported that the Petrotal company only has until this Friday, June 23, to present the necessary documentation to qualify as temporary operator of Block 8, in Loreto, after passing the first stage of the negotiation by invitation organized by the agency.
In dialogue with La República, Tafur Marín pointed out that it is a temporary exploitation contract for 4 years -not 30 or 40, as occurs in oil and gas contracts, respectively- to put, as soon as possible, “the lot in production”.
“It is not the first time that a temporary contract has been signed. It has already been done previously with Block 192, which was signed with Frontera Energy; and with Block I, with Petroperú; in addition to batches III and IV with InterOil, via direct negotiation without any type of process,” he remitted.
The Organic Hydrocarbons Law (LOH) authorizes Perupetro to carry out a direct negotiation or organize a call. The proposal first goes through the board of directors, then reaches the Ministry of Energy and Mines (Minem) in search of the prior favorable opinion of the Vice Ministry of Hydrocarbons and its legal office, to finally end up in the Fiscal Policy area of the Ministry of Economy and Finance (MEF).
In the case of Block 8, the companies Cheiron American Holding and Upland Oil and Gas showed interest in negotiating a temporary contract with the deposit. Perupetro, for the purpose of “carrying out a transparent process, and not a direct negotiation”, invited them along with 3 others for a negotiation by invitation: Cepsa (Lot 131), Petrotal (Lot 95) and Perenco (Lots 39 and 67) were added.
The opening of proposals was held on May 22 with the presence of the Comptroller. Three companies presented themselves at the public event: Petrotal (20 workovers), Upland (19 workovers) and Cheiron (18 workovers). The best proposal was the first.

“The presentation does not imply the automatic award of Lot 8, since it is necessary for the bidder to be qualified by Perupetro, a term that expires on June 23. If the qualification passes, the contract will be signed; if not, it will go to the second best offer (Upland or Cheiron, in that order),” Tafur said.
However, so far Petrotal has not presented the necessary documentation to be rated. The term began to run on May 22 and if the documents are not presented on June 23, “the papers would be requested immediately from the one who was second on the list,” warned Perupetro.
“At the moment, there has not been any granting of a good pro, we are waiting,” the head of the agency confirmed.
Lot 8: Perupetro and the liabilities left by PPN
In the case of the environmental liabilities left by the former operator Pluspetrol Norte (PPN), Tafur Marín explained that it would not be up to the winning company to do the remediation.
In this case, he explained that PPN has submitted its abandonment plan, which is still under scrutiny by the competent authorities, which have made observations. Once the final resolution is reached, Perupetro may demand remediation as part of the contract and the environmental obligations of the outgoing company.
