On February 17 of this year, the Executive Power allocated more than S/176 million in the budget to Purchases to Myperu for the acquisition of uniforms for the National Police of Peru. However, the micro and small manufacturing companies (mypes) denounce that, more than four months after the promulgation of this emergency decree, the contest to access the state purchasing program has not yet been launched, and it would still be carried out at the end of the year. of year.
Esperanza Tafur, president of Mypes Unidas de Perú, points out that this delay will affect between 1,200 and 1,500 mypes, mainly located in regions. “The problem is very serious, because this (Purchases from Myperu) benefits the most vulnerable regions, which are areas where there is no consumption,” she says.
This scenario, taking into account that during the first quarter of the year more than 700 manufacturing mypes closed, pone at risk of bankrupting around 1,400 business units until the end of the year, which in turn would imply the loss of at least 14,000 formal jobs, warns the union representative.
Launch would be in September
According to Tafur, the Ministry of the Interior sent at the end of May the technical sheets for the calls with 70% of the items to be purchased. However, it indicates that there is no justification for the delay in sending these documents, since the products requested have the same characteristics as those requested in previous calls. “The technical sheets were already made. Simply, the manufacture of the uniforms had to be expanded, that is, there is nothing to invent, but even so they have been reformulated again,” he maintains.
The rest are garments that will be manufactured for the first time. “There is a 30% missing because they are going to make sweaters to help the southern police, alpacril sweaters will be made. So, these sheets have to be made, that is, that can justify the delay a bit,” he comments.
Finally, he points out that, according to the official schedule of Purchases from Myperú, the call to access the program will be on September 24. When considering the various processes of the contest, this would allow the selected mypes to begin manufacturing the garments only in February 2024.
