They propose seed capital and co-payment for non-formal workers who aspire to a pension

Congressman Jorge Montoya (Popular Renovation) proposes creating the pension system for workers in the non-formal economy who are in a situation of poverty and vulnerability. In this way, people who opt for this system voluntarily will have an individual capitalization account (CCI), a seed capital and the copayment, the last two provided by the State.

Bill 5386 is the final result of the Working Group in charge of studying proposals for the strengthening and improvement of the pension systems of the Congress of the Republic, chaired by Montoya, who was appointed by the Economic Commission. In its first report, it concluded that there are a large number of workers without access to pension systems, or affiliated with systems that do not ensure a fair pension at the end of their working lives.

Therefore, it is proposed that people in the non-formal sector can access a minimum pension at the time of retirement. Citizens over the age of 18 may voluntarily join a Pension Fund Manager; they will get a Seed capital from the State that will go to an individual capitalization account; the contribution rate will be 3%, 5% or 7%; and will be derived through a digital wallet.

As for the copay, it is proposed that the State contribute the same amount as the worker; however, this amount will be capped. In no case, the annual contribution of the State can exceed 10% of 12 Minimum Vital Remunerations (RMV) or S / 12,300.

Likewise, it is specified that the employer or any private organization may make voluntary contributions to the CIC of the workers, which will generate tax benefits in the payment of Income Taxwhose amount and application will be established by the Ministry of Economy and Finance (MEF).

The initiative has been presented this Monday, June 19, and must go through the evaluation of the congressional commissions before moving on to debate and voting in plenary. It should be noted that there are already two opinions to reform the Peruvian pension system, prepared individually by the Economy and Labor Commission.
