Sunat: tax collection fell 15.4% for May of this year

The net tax revenues of the Central Government for May of this 2023 reached S/11,537 milliondiscounting the tax refund, which represented a decrease of 15.4% year-on-year, according to the National Superintendency of Customs and Tax Administration (Sunat).

These figures are due to the fact that during the fifth month of the year there was a decline of -29.7% in monthly payments on account of the Third category of Income Tax (IR) due to the reduction of the coefficients, according to the annual results of the fiscal year 2022 of sectors such as mining, manufacturing and commerce.

To this is added that there was a “modest” performance of economic activity for April and domestic demand that decreased by 3% according to estimates by the Central Reserve Bank of Peru (BCRP).

In addition, imports for the fifth month of 2023 had a reduction of more than 9%, while the exchange rate fell 1.8% compared to the same period in 2022, reducing the amount to be paid in import taxes. .

Sunat indicates that there was also a lower impact of the collection due to the provisions for postponing the maturities of the obligations of the April 2023 tax period, within the framework of RS No. 059-2019-SUNAT and the Supreme Decrees that declare the state of emergency in various locations due to natural disasters. These had a negative effect generated by the application of the reduced IGV rate for MYPES restaurants and hotels, approved by Law No. 31556.

IGV and IR

For May, the collection of the General Sales Tax (IGV) reached the S/7,091 million, which represents a decrease of 12.6% compared to the amount collected in the same month last year.

In detail, the Internal IGV decreased by 9.3% and collected S/3,903 million due to lower internal demand, gas prices, postponements of obligations and the application of the reduced tax rate to Restaurants and Hotels, approved by Law No. 31556.

For its part, the IGV that is levied on imports collected S/3,187 million, an amount that represented a decrease of 16.2% in a context of contraction of imports (more than 9%) and a lower exchange rate.

He Income Tax (IR) registered a collection of S/ 4,205 million, which is equivalent to a contraction of 16.7% compared to May 2022. These figures reflect lower amounts received for payments on account in Third category (-29.7%), Income from non-residents (-12.8%), Fourth category (-16.8%), Other Income (-18.4%), Special Income Regime (-4.2%) and Fifth category (-2.6%).

In contrast, there were increases in payments associated with income from the Second (7.3%) Regularization (0.9%), and First category (1.6%).
