The document, which will be presented next Monday after receiving suggestions and technical opinions on the way, contemplates the creation of “individual voluntary accounts” for the 73% of the population that does not have a pension. It already has the approval of the Ministry of Economy and Finance (MEF).
“On Monday we will present the report. We have already finished the work so that all the participants make their suggestions on the conclusions,” he sent in dialogue with La República.

With Montoya’s individual voluntary accounts, the member and the financier responsible for his future pension will be able to negotiate, directly, what is the amount he wants to obtain at the end and, based on this, calculate how much the monthly contribution would be, which must be managed ” independently”. There will be a co-payment by the State for the seed capital, that is, it will put the same amount that one contributes.
“We have informality throughout the country. People do not know how much they are going to earn the next day, but they want to save. So, that possibility of doing it when they have the money is what we are creating through this system,” he said.
According to the retired admiral, the MEF will evaluate the seed capital to be applied according to the availability of the fiscal fund, since it must be taken into account that there are around 500,000 young people who enter the labor stage annually.
However, Montoya left open the possibility of resorting again to the scheme of the Pension Standardization Office (ONP) to cover this sector of the informally employed population, a system that on more than one occasion has been described as “unsustainable” for longer. .
“The new system will be managed under a system that has to be regulated in some way that allows it to manage individual accounts. We are not going to put restrictions, it can be an AFP, the ONP if it is modified, financial of another nature, insurance company, etc,” said the parliamentarian.
“The Economy Commission would have to approve it […] We have designed a proposal for the 73% of Peruvians who do not have a pension. It remains to attack the other issues of the pensions of ONP, AFP and special regimes, which we have not touched on yet,” he added.
