Puno continues among the regions with 40% poverty

The recent report of the National Institute of Statistics and Informatics (INEI) on monetary poverty in the 2022reveals that the Puno region together with Cajamarca, Huánuco, Ayacucho and Pasco exceed 40% poverty. While regarding extreme poverty, it ranks among the top three.

According to the entity, 9 million 184 thousand Peruvians are in a situation of poverty, 628 thousand more than the previous year. The drama is greater when it is learned that now a minimum of S/ 415 is needed to survive, and that the basic family basket for four members requires S/ 1,600.

In the case of Puno, another of the indicators that attest to its level of poverty has to do with access to the integrated package of services (water, sanitation, mobile telephony and internet). The gap in this aspect reaches 80% of coverage in the region.

For Cutipa, the factors that determine poverty in the country and in Puno are mainly based on five variables.

The first has to do with the inflation. He points out that although there is stability against the dollar, the Central Reserve Bank (BCR) directs its indicators only to Lima. Thus, inflation, which is 7.9% in the capital, would reach 10% in the regions. “Monetary policies must be inclusive, so that coherent decisions can be made based on this,” he says.

A second variable is the employment. He specified that at the end of 2021, 77% of the Economically Active Population (EAP) was in the informal sector. In this sense, he maintains that it is difficult to get out of poverty if job insecurity prevails, without benefits that do not allow families to improve their quality of life.

Since Peru is an economy dependent on traditional exports, such as gold, copper and zinc, it does not allow it to escape poverty.

The specialist maintains that it is necessary to diversify the economy and opt for industrialization. Cutipa considers it paradoxical that the regions where the largest mining companies are installed are precisely the poorest, as the INEI report has corroborated in the case of Cajamarca. “They leave social conflicts, environmental liabilities, violate rights and threaten mother earth,” he said.

The corruption, is the fifth and most important variant that condemns the country to poverty, according to Wilber Cutipa. As it occurs in both the public and private spheres, little can be done. To generate social change, he points out, it is essential to aim at human development with identity and values.
For a better analysis of poverty, he considers that the INEI should use a multidimensional methodology to have more real measurements of the diverse Peru.
