The Plenary yesterday began the debate on the opinions relayed on the debt law, the financial balance law and the public budget law for fiscal year 2022, which were unanimously approved by the Budget Commission of the Congress and at the close of this edition it has not yet been submitted to a vote. The budget for 2022 slightly exceeds S / 197,000 million, which is almost S / 14,000 million more than this year’s budget.
Priorities
The president of the Council of Ministers, Mirtha Vásquez, emphasized before Parliament that the Health sector will receive more than S / 22,000 million, 6% more than 2021. Thus, continuity will be given to the hiring of personnel in the first line of care before the COVID-19, as well as the maintenance and equipment of the medicinal oxygen plants and ICU care centers and isolation.
“S / 3,000 million have been foreseen for the financing and control of the pandemic, taking into account the potential third wave that we already see looming, “he said.
While for Education a little more than S / 35,700 million was allocated, an amount that represents almost a fifth (18.2%) of the entire general budget and that exceeds by S / 2,600 million that established in 2021.
Shelling this figure, S / 570 million will go to increase the monthly remuneration of teachers, S / 930 million for the continuity of more than 50,000 scholarship holders and to finance up to 14,000 new scholarships; and S / 7,400 million will go to strengthen the infrastructure and equipment of educational institutions.
In this regard, the president of the Congress, María del Carmen Alva, celebrated that the guidelines for education have been unanimously approved, and thanked the political dialogue “to manage possible increases to progressively reach 6% of GDP in the budget for the Education sector ”.
On the other hand, the Minister of Economy, Pedro Francke, reiterated that thanks to the advance of vaccination, and the current application of the third dose for health personnel and older adults, greater growth of the Peruvian economy is being promoted. He specified that the agricultural sector is already 14.8% above 2019, while the industrial and construction sector grow at 12.7 and 12.6%, respectively.
Decentralization
The 2022 public budget has been given with a decentralist approach, since the Executive project proposed to give only 1% of the VAT for the Regional Compensation Fund (Foncor), however, after the sessions in the Budget Commission of the Congress together with the Minister Francke, a 1.5% increase was reached for both 2022 and 2023.
“Until last year it was an amount of S / 600 million for regional governments (through Foncor). That is, they will advance 0.5% of the amount of money for regional governments and so our authorities arrive less in Lima to knock on the doors of the ministries. This is equivalent to S / 4,700 million more or less ”, explained Héctor Acuña Peralta, president of the Budget Commission.
