Congresswoman Katy Ugarte (not grouped) proposes that families that live from agriculture and that have been affected by more than 50% by frost and cold receive a subsidy from the State. The project seeks to facilitate the reintegration of these social groups into the productive activity of the country. The Ministry of Agrarian Development and Irrigation (Midagri) must determine and approve the list of beneficiaries.
PL 4940, presented last Wednesday, May 10, indicates that the Executive will have a period of 30 calendar days to approve the regulatory provisions of this standard.
Family farming represents 97% of the total number of agricultural units out of the total of 2.2 million agricultural units. Similarly, more than 83% of agricultural workers carry out family farming and this is the basis of the population’s food security, according to Midagri.
According to the document, the impact that this proposal would generate is completely positive, since it promotes the development of families that depend on agriculture at the national level, reduces social conflicts, promotes decent employment, improves the quality of life of families and contributes to economic recovery.
Although no negative impacts are identified, it is not specified how many families could receive the bonus or which are the most affected regions, nor how much the amount would amount.
The proposal must go through the evaluation of the commissions of the Congress of the Republic before its debate and vote in plenary.
