Senace approves EIA of Zafranal mining project in Arequipa

He National Environmental Certification Service for Sustainable Investments (Senace) approved the Environmental Impact Study (EIA-d) of the Zafranal mining project that will exploit copper deposits, between the province of Castilla and Caylloma in the Arequipa region.

The approval of the EIA occurs in a difficult context for the investment of Canadian and Japanese capital. The Regional Government of Arequipa (GRA), through its attached unit Autodema, began the process to cancel the usufruct of 12,207 hectares in favor of the Zafranal Mining Company (CMZ).

In this area, said company plans to carry out its extractive activities. In 15 days, Autodema will decide whether to continue with the annulment process or ratify the resolution that assigns the land for a period of 30 years.

Senace communicated the approval of the EIA-d Zafranal with directorial resolution No. 00064-2023-SENACE-PE/DEAR based on Report No. 00413-2023-SENACE-PE/DEAR.
This procedure is key to starting operations. It reveals what the impact of the operation will be and the mitigation measures that the mining company will adopt so as not to affect the natural environment.

The company began the preparation of this instrument in 2017 and complied with several steps, such as citizen consultation and paperwork before institutions. The EIA-d was submitted to Senace for evaluation. It was admitted in February 2022, within the Global Environmental Certification (IntegrAmbiente) procedure, integrating the enabling titles TH1-1: accreditation of underground water availability of the mine area; TH1-2: accreditation of underground water availability in the Pampa de Majes; TH2: authorization for the execution of underground water use works, which have been evaluated by the National Water Authority (ANA).

the mining project will use groundwater from Majes irrigation, a resource that is not suitable for direct human or agricultural consumption. Only 10% of that reserve will be used. This endowment will serve to process the mineral.

The National Water Authority (ANA) issued a favorable opinion. With these requirements met, Senace issued an approving statement to the EIA. The next step is to process the construction license before the Ministry of Energy and Mines. The permit will not advance if the land conflict with the GRA is not resolved.
