The Comptroller General of the Republic questioned the proposal of the Ministry of Economy and Finance (MEF) to create a National Infrastructure Authority (ANI) and, in its place, proposed the formation of a new “Ministry of Infrastructure”.
During his presentation before the Decentralization Commission of the Congress, the comptroller Nelson Shack said that the structural organization of the ANI is the main problem that he finds in the legislative initiative of the Executive.
He considered that its owner would not have enough authority to make decisions and carry out large investment projects. For this reason, he proposed the creation of the Ministry of Infrastructure, which centralizes decision-making power in a single institution.
“If the main problem is the ability to carry out good technical files, This entity must be in charge of the execution (from the idea to the beginning of the operation) of the works”, I note.
In addition, the comptroller maintained that the preparation of the technical files of the works whose budget is from S / 100 million could be centralized; however, the amount was left to the evaluation of the working group.

For his part, Congressman Eduardo Castillo, from people force, was in favor of a single institution centralizing all the infrastructure departments of the ministries, in order to “oversee a single entity.” Congressman Bernardo Pazo, from Somos Perú, also welcomed the Comptroller’s proposal and said that a possible new ministry should be governed by meritocracy.
