Hugo Aguiar, a Harvard graduate with extensive experience in the Correa and Lasso governments and a former World Bank consultant, is the new manager of Petroecuador

With date August 17, Hugo Aguiar Lozano, lawyer with Master of Laws from Harvard and Master of Business Administration, who until a few days ago had served as Vice Minister of Hydrocarbons, was appointed as manager of the Petroecuador hydrocarbon company. The possession was officially communicated to Aguiar by the president of the board of directors of Petroecuador, Hernan Modesto Luque, through a letter with the same date. Aguiar is appointed as starter after the departure of the Ítalo Cedeño, who was subrogated for a few days by Washington Gallegos.

Aguiar was part of the government of Rafael Correa, in which he held several positions, mainly that of president of the National Council of Civil Aviation and that of Undersecretary of Air Transport in the Ministry of Transport and Public Works. From 2017 to 2021 he was a consultant to the World Bank. in the government of Guillermo Lasso has been advisor to the President and the General Legal Secretariat, and has been a member of the Hydrocarbons Bidding Committee (COLH). He was also President Lasso’s delegate at the Energy Regulation and Control Agency (ARC). After being appointed as Vice Minister of Hydrocarbons, by the hand of the Minister of Energy, Xavier Vera, he was one of the Government delegates to participate in the dialogue tables on the sensitive issue of fuel subsidy targeting.

According to the communication, on August 15, the board had decided to name Aguiar from among three candidates who had been proposed by Luque himself. Meanwhile, the board of the Coordinating Company of Public Companies (EMCO) decided to qualify the suitability of Aguiar’s profile for the position.

Aguiar has a degree in Legal Sciences from the Pontifical Catholic University of Quito. He owns a Master of Laws (LL.M.) from Harvard University School of Law, in the United States.

He has a master’s degree in Business Administration from the Pontifical Catholic University of Quito. At the Latin American Faculty of Social Sciences he obtained a postgraduate degree in Trade and Foreign Policy, and also completed a Master’s Degree in Development Economics. Abroad, he obtained postgraduate degrees in Criminal Justice from Rugters University in the United States, as well as a degree in Quality Management from FEI University in São Paulo, Brazil.

In the private sphere, he has worked as an associate attorney of the law firm Pérez Bustamante & Ponce (2017-2020). He has sponsored national and international companies in matters of telecommunications, regulatory matters, pharmaceuticals, public procurement, market access, consumer, aeronautical law, public-private partnerships, State Comptroller General processes, national and international arbitrations, complex litigation, litigation of public contracting, constitutional, administrative and contentious-administrative actions.

The appointment of Aguiar has drawn some criticism in social networks, since it is indicated that he would be an official of Correismo. (YO)
