Congressman José Bernardo Pazo, from the Somos Perú bench, proposes to boost the economy of artisanal fishermen through state purchases for social, food and other similar programs. It should be remembered that this sector fell by 13.7% in 2022 and is projected to reach 4.1% this year, according to the Ministry of Economy and Finance (MEF).
PL 4915, presented on Monday, May 8, 2023, states that the artisanal fishermen They have not only been hit by the pandemic, but also by recent weather events that make it more difficult for them to capture hydrobiological species.
“The legislative initiative will allow the economy of artisanal fishermen to be boosted through state purchases such as consumer products, in order to promote and strengthen productive enterprises based on market revitalization with the purpose of mitigating the negative effects generated by the COVID-19 pandemic”, is stated in the document.
Artisanal fishing is a strategic sector that contributed 22% of the extractive fishing GDP in 2019 and generated 93,000 direct jobs, thereby helping to guarantee the population’s food security, according to the Ministry of Production (Produce). Within the current regulations there is Law No. 27767 and Supreme Decree No. 002-2004-MIMDES that could facilitate direct purchases from this productive sector.
The proposal must go through the evaluation of the commissions of the Congress of the Republic so that it can reach the Plenary for debate and voting.
