Duragas and Petroecuador sign a 15-year contract for the use of state infrastructure in Monteverde and Chorrillo

As part of the fuel import process through private companies, this morning the contract that will allow the importation of LPG was signed.

EP Petroecuador y Duragas SA This morning they signed a contract for the state company to provide the reception, mixing, transportation, storage and dispatch service of liquefied petroleum gas (LPG), which allows the use of EP Petroecuador’s infrastructure to receive its imports into the country for a period of fifteen years after payment of a fee for the use of these facilities.

This event was attended by the Minister of Energy and Non-Renewable Natural Resources, Juan Carlos Bermeo Calderón; the general manager (s) of EP Petroecuador, Pablo Luna, and the general manager of Duragas, Jaime Solórzano.

Bermeo reported that the signing of this contract is part of what is established in the Executive Decree 1158. For this reason “it is foreseen that Duragas SA amount from 50,000 to 60,000 metric tons per year and to provide this fuel to the LPG industrial sector, which will allow us to free up the fiscal box, promote free competition and obtain additional resources for the efficient use of the facilities of public companies ”, he assured.

For the execution of this contract, the infrastructure of EP Petroecuador of the Monteverde and Chorrillo terminals, located in the provinces of Santa Elena and Guayas, respectively, and the Monteverde-Chorrillo gas pipeline that connects them will be used.

The general manager (s) of EP Petroecuador explained about the collection of fees, which will be based on what is established by the Agency for the Regulation and Control of Energy and Non-Renewable Natural Resources (ARC), “the value for the withdrawal of the product at the Monteverde terminals it will be $ 34.09 per metric ton and in Chorrillo of $ 60.99 per metric ton, as set by the ARC ”.

In addition, he emphasized that, as part of the terms and conditions of the contract, the imported propane and butane will be received by the public company and the quality of these products will be validated in accordance with the NTE INEN standards. EP Petroecuador will deliver at dispatch points only the mixture of propane and butane at the different tariff terminals, complying with the product quality conditions established in the current Technical Standard NTE INEN 675.

If necessary, the public company is expected to transport the product through its own gas pipelines to the storage terminals, in order to guarantee the availability of derivatives in the country.

The signing of this contract is carried out within the framework of what is established by Executive Decree 95, which issues the national oil policy and seeks to transform EP Petroecuador’s business structure to maximize state advantages and resource efficiency.
