With 9 votes against, 8 in favor and 1 abstentionthe bill that modified Law 28832 on energy efficiency (opinion issued in PL 2139, 3662, 4565 and 4748), which was intended to reduce the price of residential electricity from greater investments in non-conventional renewable energies (RER), like wind and solar, was not approved by the Energy and Mining Commission of Congress.
In a tight vote, the bloc led by people force (Hernando Guerra García, César Revilla, Eduardo Castillo and Héctor Ventura), Advance Country (Diego Bazan and Diana Gonzales) and popular renewal (Miguel Ángel Ciccia and Jorge Montoya), in addition to the vote of Rocío Torres (Alliance for Progress) decided that the RERs do not have a more equitable participation in the electricity tender for the regulated market (which includes the 31 million Peruvians, as well as small industry and mypes).
The frustrated proposal, led by the Executive through the Ministry of Energy and Mines (Minem), proposed that, by allowing RER electricity generators -with lower production costs- to access a market dominated by hydroelectric and thermoelectric plants, prices could fall in favor of ordinary citizens. This would also encourage more investors to be interested in building these platforms.
The use of more cross-subsidies was also limited, such as the FOSE, in which residential users who consume more than 140 kW.h/month are charged an additional bill to subsidize those who consume less.
Electricity can be generated from the power of rivers (hydroelectric), natural gas, diesel, oil, geothermal, wind and solar energy, among others. The generators then sell the supply to the other link in the chain, known as “distribution.” That’s where prices can more than triple.
Minem warned that, if the project is not approved, the National Interconnected Electric System (SEIN) would not have enough capacity and would have to consume diesel fuel, which is highly more expensive and polluting.
