Pension 65: they propose to expand its coverage for the benefit of people living in poverty

the congresswoman Isabella Cortezfrom the Cambio Democrático – Together for Peru parliamentary group, proposes creating the non-contributory pension pillar from the Pension 65 program. In this way, its coverage would be expanded to benefit people living in poverty, not just extreme poverty as it is today. In addition, it indicates that the subsidies will be delivered on a monthly basis.

PL 4829, presented on Thursday, April 27, specifies that the program will increase its range of action for people living in poverty according to budget availability. Regarding the amount, it is specified that it will be in accordance with DS 081-2011, which creates said program; that is, S/250 bimonthly. It should be remembered that, by 2023, the subsidy rose to S/300; however, it has not been permanently updated.

“The low coverage of the contributory system makes social pensions an imperative need to guarantee a minimum income in old age,” says an article in the International Labor Organization (ILO)which was used to support the legislative proposal.

By 2019, only three out of 10 workers contributed to the pension system and only five out of 10 people over the age of 65 received a contributory or non-contributory pension. Of the five beneficiaries, two correspond to the program Pension 65according to the ILO.

This proposal is presented in a context in which both the Executive and the Legislative are preparing proposals to reform the pension system Peruvian. For now, the PL must be evaluated by the congressional commissions before going to plenary for debate and voting.
