Petroperú paid US$22,311 million to private companies for Talara crude

Since the northwest oil fields were privatized in the 1990s, Petroperu between 1994 and 2021 alone, it has paid an amount that exceeds US$22,311 million to buy from private operators the same oil that previously belonged to it, and which today finds its reserves totally deteriorated due to the lack of investment in exploration of the area.

An investigation by UNMSM professor Jorge Manco Zaconetti reveals that US$6,506 million in crude oil from Talá has been purchased from Talareño crude since 1997, since 1997, when it was privatized. Said lot has been promised by Perupetro and the Ministry of Energy and Mines (Minem) for its reversion to the State in the third quarter of 2023, with a view to the completion of its contract in June 2024.

Another is the case of batch Z-2B, which remains awaiting the decree that will return it to the lap of Petroperú along with lots VI and I, operated today by Savia in the zócalo, which sold a total of US$5,894 million in barrels of oil to the state company between 1994 and 2021. The other lots in Talara sold US$9,911 million as a whole. Therefore, he points out, the reversal of the most productive plots in the basin, in order to guarantee the country’s energy security, cannot be postponed.

manifest similar position Gustavo Navarro, former general director of Hydrocarbons, who explains that, although it is intended to equalize the conditions to reassign contracts with the former operators, Perupetro is empowered to directly award deposits without international bidding. This was the case with Lot 56 of Camisea.

“That is not in dispute. Almost all of the Talara lots were from Petroperúand even when they were delivered to the private sector, some companies had zero experience,” he stresses.
