New stain in the sea confronts OEFA and Repsol

More than a year from oil spill In the Ventanilla sea, Repsol’s remediation actions continue to be a matter of controversy on the part of the environmental authority. On this occasion, the OEFA reported the presence of hydrocarbons near the area of the Multibuoy Terminal 2 of the La Pampilla refinery, which, according to the company, has been closed since January 2022. There is no consensus.

Consulted by this means, and despite being the holders of the complaint, The OEFA specialists placed the responsibility of clarifying the nature of the stain on the Ministry of the Environment (Minam), which, in turn, assured that the former “are still supervising and collecting samples.” The fact is that, although the agency does not directly accuse the company of contamination, the 300 m² stain on the area in question has already been treated.

Repsol it’s clearer. The Spanish firm assures that it is a migratory stain, “with the appearance of burned oils and fish oils”, which came from the south. In addition, it summons the OEFA since it would not have to present a Preliminary Environmental Emergency Report, since these are only written when the problem arises from its operations. The latter has been informed by means of a formal letter to the environmental body.

“It is ruled out that there has been an environmental emergency to report, as erroneously indicated in the OEFA press release, since they only communicate if the events affect or come from any of our operations,” he told La República.

Osinergmin seems to support this thesis, since, unlike OEFA, it has maintained constant communication about its inspection work, in which it did not detect the presence of more hydrocarbons in the sea in the areas close to terminals 2 and 4 of La Pampilla. .

For the executive director of Law, Environment and Natural Resources (DAR), César Gamboa, it is OEFA that must “technically support” the complaint as it is the governing body of the environmental control system, in a task in which he considers key the intervention of the minister Albina Ruiz.

“However, we know that there are still complaints from some areas of the coast that continue to be contaminated, in addition to administrative sanctioning processes in Sernanp, OEFA and ANA against Repsol. After a year, it is normal for there to be skepticism about future environmental emergencies at sea” , shortcut
