MEF authorizes transfer of more than S/115 million to regional governments

The Ministry of Economy and Finance (MEF) authorized the transfer of up to 115 million 047,973 soles in favor of regional governments. The resources will finance the contracting of the infrastructure maintenance of the oncological services of the Institutions Providers of Health Services (ipress) public and equipment, charged to the resources of the institutional budget of the Ministry of Health.

In accordance with Supreme Decree No. 061-2023-EF, published this April 15 in El Peruano, the head of the Ministry of Health and regional governments will approve, by resolution, the disaggregation of resources at the programmatic level, within within five calendar days of the validity of this legal provision.

Likewise, it is specified that the copy of the resolution is sent within five calendar days of approval to the agencies indicated in numeral 31.4 of article 31 of Legislative Decree No. 1440, of the National Public Budget System.

In addition, it specifies that the budget item cannot be used, under responsibility, for purposes other than those for which they are transferred.

Finally, the legal provision establishes that the Ministry of Health is responsible for carrying out the periodic monitoring and follow-up of the execution of the transferred resources for the fulfillment of the Technical Document “Plan for the maintenance of the infrastructure and of the medical and biomedical equipment of the services oncology of the Health Service Provider Institutions of the Ministry of Health and regional governments–2023”.

In this sense, regional governments must inform the Ministry of Health of the results of the implementation of this plan and publish a quarterly report with said results in their digital offices.

The norm bears the signature of the President of the Republic, Dina Boluarte; the Minister of Economy and Finance, Alex Contreras; and the head of Health, Rosa Gutiérrez.
