As Minister Víctor Maita Frisancho announced in an interview with La República newspaper, the government of President Pedro Castillo made official the delivery of an economic subsidy for the purchase of fertilizers during the Agricultural Campaign 2021-2022, resources that will be channeled through of the Agroperú Fund of Ministry of Agrarian Development and Irrigation (Midagri).
Through Emergency Decree No. 106-2021, a transfer of S / 250 million 947 thousand 734 is provided for the delivery of this subsidy, which may be requested, for the only time, among farmers affected by the international fertilizer crisis.
Producers who are included in the Midagri producer register and those that are registered in the process, the latter previously validated by said authority; drive agricultural units of between two and ten hectares; that they have purchased fertilizers in duly registered commercial houses by the National Superintendency of Tax Administration (Sunat); and that they have proof of payment validly issued as of August 1, 2021 to March 31, 2022. These four requirements are essential.
In dialogue with the Republic, Minister Víctor Maita explained that it seeks to benefit 150,000 farmers and agricultural producers, responsible for the nutrition of all Peruvians. It should be noted that part of the increase in the price of food worldwide is due to the fact that the price of fertilizers has shot up to 200% in recent months. This situation is also experienced in Peru.
“It is a direct economic support of a productive bonus of S / 350 for farmers who have one to two hectares. We will do this through the platforms of the Ministry of Development and Social Inclusion (Midis). A second measure consists of the subsidy for those who have two to ten hectares, depending on the expense they make, with amounts that will range between S / 350 and S / 1,300 ″, remarked the head of Midagri.
In the next 10 days, Midagri must present two ministerial resolutions in which it approves the procedures for the implementation of the bond and the provisions for its delivery from the Agroperú Fund.
In addition, within a maximum period of thirty business days from the expiration of this rule, Midagri must notify the General Comptroller of the Republic of the subsidies and expenses incurred during the fertilizer subsidy.
“The Ministry of Agrarian Development and Irrigation, through the General Directorate of Associativity, Financial Services and Insurance, is responsible for compliance with and monitoring the provisions of this Emergency Decree,” the decree states.
