Camisea renegotiation: exploration will be key

In his speech on July 28, the president Pedro Castillo He assured that the state-owned company Petroperú will actively participate in the hydrocarbon sector, in order to regulate final prices to the consumer through free competition. But this foray must also include the exploration of new wells.

This activity, despite having registered a 50% increase in its investment in recent years, is still far from reaching the levels mentioned above, in the order of US $ 61 million, according to the latest sector report presented by Promigas and Quavii.

For the former Vice Minister of Hydrocarbons Enrique Bisetti, exploration as a requirement for the renegotiation of Camisea is crucial. During the conference ‘Camisea present and future: The renegotiation’, organized by the College of Engineers of Peru (CIP), said that if this section is not taken into account and a situation in which both parties win, State and private, is not properly resolved, the results will not be as expected and citizens will continue to be postponed.

“Today we are talking about conditions, royalties and taxes, a government take that we can also negotiate. Without science there is no technology, but what is the use if it does not become consciousness to generate well-being and quality of life for all Peruvians? ”, Bisetti stressed.

Government take is an extractive industry concept to calculate, in terms of taxes, how much a company must pay to carry out a hydrocarbon project.

In that sense, the president of the Petroleum and Petrochemical Engineering Chapter of the Lima Departmental Council CIP recalled that, since Camisea, Peru has not had any other discovery. Zero. Our country has up to four laws to promote the petrochemical industry. Not much is done with it.

“We do not have how to reinforce, justify or increase the government take to numbers far above countries like Venezuela or Ecuador. The latter is 14 points above Colombia, because it has to show. We have nothing. For years the situation in the oil and gas industry has been dramatic. We have to rebuild it ”, said the expert.

Petroperú waiting

For his part, the former Minister of Energy and Mines Ivan Merino He recalled that the main fuel production companies in the world belong to public consortia that supply their countries of origin and those of their region. Thus, he considered that there is a margin of maneuver in the renegotiation of Camisea to review the issue of the search for wells.

“Here we have a large company with old reserves where there has been no exploration. No facilities have been provided from the State for this to take place. In addition, the possibilities of state-owned companies have been limited, such as Petroperú, to participate in these activities, “said Merino.

In effect, at least 40% of natural gas reserves still need investment, to the point that hydrocarbon exploration fell 97% until June of the current, according to Perupetro.

“How do we get the gas to you if there is no infrastructure? We have to create it, it is essential ”, Bisetti pointed out.

Multisectoral Commission resumes session

On Tuesday 16, the Executive resumed the meetings of the multisectoral commission for the massification of natural gas, after three calls canceled due to lack of a quorum.
