Projects of the Infrastructure Plan have advanced by 35.5%

As of September 2021, the projects in execution of the National Infrastructure and Competitiveness Plan (PNIC) have accumulated progress of 35.5% (S / 51,856 million) corresponding to 30 works in execution, according to a report from the Private Competitiveness Council (CPC) on the status of the program approved in 2019.

It should be noted that the investment amount of the PNIC projects amounts to S / 128,209 million, of which 66% belongs to a public-private association (PPP), 31% corresponds to public works and 1% to an association private.

“The 30 projects in execution to date only have an advance of 35.5%; If we were to say what is the progress of the whole plan, it does not even reach 15% or 20%, we are quite behind in terms of the whole plan, ”Camillo Carrillo, CPC economist, said in a teleconference.

Despite the fact that the execution of the PNIC has occurred, in large part, thanks to the impulse of the national government, it continues to be slow. Only between the 2015-2020 period has there been an annual advance of 3.8% on average.

“The pace of execution of these 30 projects was low before the approval of the PNIC. After entering into force, it began to accelerate the execution. In 2020 it was retracted, but this year the average quarterly amount of execution has increased, which was around almost S / 500 million and we hope that this year it will end with S / 3,621 million ”, said the union executive.

In this way, the projects in charge of the Ministry of Transport and Communications (MTC) they represent a greater proportion of the amount already executed with S / 40,082 million in 14 works of the S / 93,610 million for 26 works initially approved. This means 38.2%, the highest of all.

Thus, the projects with the highest increases in recent quarters are: Autopista del Sol (79% completed), Line 2 of the Lima and Callao Metro (40% completed), the Salaverry Port Terminal (32% completed) and the Chinchero Airport (18% completed); the first three were tendered under the public-private partnership modality, while the last project is developed under the Government to Government (G2G) modality.

Meanwhile, the execution of the investment of 33 prioritized projects of the PNIC reached S / 1,089.6 million in the third quarter of 2021, according to the Peruvian Foreign Trade Society (ComexPeru).

The report specified that the amount executed represented the highest quarterly level of the indicator in the year, being above S / 912.3 million in the second quarter.

Anticipate. The CPC predicts that in the fourth quarter of 2021 the accumulated execution progress would reach 37.2%.

Effort. To execute the remainder in a period of five years, an average annual investment of S / 6,514 million would be required (80% more than in 2021).
