The inexorable reform of the pension system continues to take shape on various fronts, but since the Work Commission Congress already has a concrete proposal: reduce the burden on workers and involve employers.
The forecast called “law that optimizes the pension system” proposes that the affiliate no longer allocate up to 13% of his income for his pension, but 9%. The rest of the cut will be supplemented by the employer (up to 4%) and the State (1%).
“The employer is also going to contribute, but be careful, not all are the same. Microenterprises are not the same as large companies, so there will be a progressive contribution,” said Sigrid Bazán (Together for Peru), president of the group in question.
In this regard, the lawyer and technical adviser of the forecast alvaro vidal He recalled that Peru is one of the few countries in the world where companies do not contribute to the old age of their workers, which, added to a current model “that does not guarantee pensions”, complicates the elderly.
Goodbye to the AFPs?
Bazán Narro explained to La República that the Universal Integrated Pension System (SIUP) that they propose will be governed by the National Autonomous Pension Manager (Ganapen), an autonomous entity that would absorb the ONP for the administration of the funds in its three pillars: non-contributory (Pension 65 and With You); contributory (formal dependent, independent and informal) and complementary (with income greater than five times the minimum living wage). In this last point, affiliates will be able to choose between an AFP or the State to manage their contributions.

The legislator pointed out that organizations such as Sunat, SBS and Sunafil will be in charge of supervising the SIUP in its various aspects, and that said resources will be intangible and transparent for pensioners.
Data
Reality. Currently, only 2 out of 10 seniors aged 65 or over receive a retirement pension.
Discrepancy. The MEF proposes to unify the National Pension System, but the text supported by Bazán and company maintains the other regimes (fishing, mining, etc.) as they are now.
