Investigate possible price agreements between notaries and cider producers

The Basque Competition Authority (AVC) is investigating whether the Notarial Association of Euskadi and the Regulatory Council of the Denomination of Origin Euskal Sagardoa (cider) have made a “collective price recommendation” in their respective fields of activity.
This was revealed this Monday by the president of the entity, Alba Urresola, who has appeared in parliamentary committee to present the AVC Action Plan for 2023 and the activity report for 2022, the year in which the entity celebrated its tenth anniversary .
Urresola explained that at the moment he works in four disciplinary proceedings, one of which was initiated in 2022 and is now in the investigation phase. It refers to the tenders of the computer company of the Basque Government, EJIEand in it there are 13 companies investigated for possible collusive practices.
The other three files have been opened this 2023. One of them investigates whether the Notarial Association of the Basque Country has raised a “collective recommendation behavior in the prices of notarial deeds or policies” in the moratoriums on loans due to the covid.
Also due to a possible price agreement, a file has been opened with the Regulatory Council of the Euskal Sagardoa Denomination of Origin. The other file has been filed with the companies furesa and memory for a possible abuse of a dominant position in the funeral market in Villabona.
Last year the Basque Competition Authority worked on 124 files, 31 matters were investigated and 6 files were processed.
The exercise ended with four sanctions in matters that were carried over from 2021: the investigation into 36 real estate agencies in Bilbao for commissions charged for the rental, at a fumigation company for abusing its “monopolistic” position, two funeral companies in Gipuzkoa for abuse of a dominant position, and to two companies that Bids for the Bilbao City Council were agreed for five years.
In total last year the Basque Competition Authority imposed fines worth 252,000 euros (in 2021 the amount was 114,000 euros).
