The Economist Piero Ghezzi He argued that the State must embody a “driving” function to bring together small producers in the agro-export value chain, which must be “domestic, formal and modern”.
During the CADE 2021 executive meeting, the former Minister of Production explained that it is urgent to articulate as much value chain as possible in different sectors and use it as a platform to sophisticate the innovation ecosystem.
“In 20 years we have become the first blueberry exporter, doubling that of Chile, and we have world-class companies that expand in other countries, such as Colombia. But what is enough for a Camposol, Danper, Agrokasa is not enough for a small producer, which has low levels of productivity and many of them are excluded from the agro-export boom ”, he remarked.
In this sense, the specialist argued that the State should encourage small producers, since it cannot be “just social responsibility”, but rather that there is a form of public incentive to start growing.
“We have a group of modern and competitive companies coexisting with a larger group of informal, mypes, with low quality products. A problem that was accentuated by the pandemic and that will continue to advance if nothing is done, “said Ghezzi.
Tuesta: social inclusion criteria
For his part, the economist David Tuesta He argued that the National Competitiveness Plan and the National Investment Plan must be rethought not only under criteria of demand and profitability, but also of inclusion of the population in general.
“It must evolve to a more regional region, which not only sees issues of demand and profitability, but also inclusion with the participation of the private sector,” said the economist.
In this line, the Prime Minister of Economy and Finance of the Government of Martín Vizcarra said that “the failed and inefficient State that we have is the son of the private sector” because, in his opinion, there is a job of the latter to get involved to help build a schematic that can work.
“In Áncash, only 35% of the canon has been executed and there are only a few months to go. Here there are important opportunity costs; With these unused resources, 14,000 new jobs could be generated, 11,000 citizens who would rise out of poverty, 10% more wealth in that region, ”said the economist.
