Executive would present 2 pension reform proposals

The pension system reform it has returned to the public agenda and both the Congress of the Republic and the Government are summoning the various actors to refine their proposal. However, the Executive Power would plan to present two initiatives, one would be in charge of the Ministry of Economy and Finance (MEF) and the other would come from the Multisectoral Commission that leads the Presidency of the Council of Ministers (PCM). However, both approaches would go in the same direction.

“The Minister of Economy has offered that in this month of March a pension reform proposal will be presented, the proposal is being worked on in Economy and Finance. In addition, the Executive created a Multisectoral Commission that is working on PCM and for the month of May it would also have a pension reform proposal. The idea is that the two come together and go in the same direction,” said Hillman Farfán, general manager of the Pension Standardization Office (ONP), during his intervention in the “Strengthening of the pension system” working group.

In the opinion of the ONP official, the pension reform that it be built must take into account the Peruvian labor market, the lack of employment and the high turnover at work, added to the lack of contributions by affiliates to a pension system.

In detail, of the 18 million 300,000 people belonging to the Economically Active Population (PEA), 13 million 600,000 are affiliated to a pension system, of which only 5 million have been making contributions, the same ones who would have a retirement pension in a future. While 4 million 700,000 citizens are not in any AFP or ONP.

More than 2 million older adults without a pension

The general manager of the ONP also revealed that, of the 5 million older adults in Peru, there are more than 2,500,000 who currently do not receive a retirement pension.

“Over 65 years of age, the number we have from INEI is 5 million. Of those, how many receive a pension? Adding to the private system, public system, Pension 65, With You and we all reach 50%. There are 2 and a half million who do not They have a retirement pension,” he said.
