The Ministry of Agrarian Development and Irrigation (Midagri), after Agro Rural declares the nullity of the second international urea supplier selection process, will make a new call to find the company that will supply the nitrogenous fertilizer.
In dialogue with La República, the head of Midagri, Andrés Alencastre, estimated that the new process will be launched between June 28 or 29. Meanwhile, the winning bid will be announced between July 4 and 6.
The maximum term for the first delivery established by the ministry will be 30 days, so it is expected that the urea will arrive at the port in the first week of August.
In addition, to facilitate distribution logistics, the technical criteria of the new process will specify that the urea be delivered in bags and not in bulk. On the other hand, Alencastre specified that the fertilizer will be distributed at a social price.
“It will be a subsidized price (…) with the authorization of a regulation that allows the State within this emergency situation to deliver a lower price than what is (in the market)”, he explained. He added that in the next “two weeks” the decree will be issued with the conditions of the subsidy.
The former executive director of Agro Rural Marco Vinelli, contrary to the projections of the Minister of Agriculture, estimates that the urea would arrive in the country at the end of August or in the first days of September. This is because the new process “has to convene everything again” following the administrative procedures demanded by the State.
However, the also director of the Esan Master of Agribusiness pointed out that, despite the delay, the batch of urea would arrive in time to save the 2022-2023 agricultural campaign because plantings in the country are carried out in a staggered manner.
“Normally 60% of the land in Peru is planted between August and December. The largest amount is concentrated in October specifically, ”he said.
However, Vinelli indicated that to guarantee the timely distribution of the fertilizer, Midagri must distribute it prioritizing the areas where there are rice, potato, corn and coffee crops, “in that order.”
For his part, Eduardo Contreras, president of Conajup, indicated “that if the urea is not ready for July” it will not serve small farmers.
