Shortly after the Comptroller’s Office released the report in which it states that the selection committee awarded the maximum of 100 points to the Brazilian supplier, despite the fact that it did not qualify, Minister Alencastre also announced the annulment of the acquisition process obtained by MF Fertilizers for $55.8 million.

Another company, Global Investments Group (GIG), had offered a lower price, totaling US$47.7 million. Despite the $8 million difference, the committee chose the most expensive proposal. The Comptroller detected a series of irregularities in the process, which led to the selection of the Brazilian company.

Minister Andrés Alencastre announced last Wednesday the departure of those directly responsible and an exhaustive investigation for a third tender, which is expected to be called in the coming days.

“We are going to put aside those responsible so that the investigation ends with all the rigor what are we going to give him,” the minister told Radioprogramas.

However, until now the departure of the members of the evaluation committee, which was chaired by Leónidas Oscco Sihui and made up of Juan Guerrero Ochoa, Daniel Moscoso Vargas, Catherine Navarro Acosta and Carlos Ortiz Lluquín, has not been made effective.

In fact, yesterday morning the version circulated that the replacement for the dismissed Rogelio Huamaní would be Daniel Moscoso Vargas, who had been working as technical coordinator of Agro Rural since June 15 and was a member of the evaluation committee that committed irregularities. according to the Comptroller.

However, yesterday afternoon the head of Midagri, Andrés Alencastre, told La República that the possible appointment of Moscoso would not have his support and that in the next few hours a director will be elected who meets all the technical requirements.

The minister also specified that the new tender will be under his responsibility, for this reason, he will seek to have a more direct coordination throughout the process to prevent irregularities from arising.

Alencastre: “New tender will be under my responsibility”

The Comptroller General of the Republic reported that it will participate in the third call for the purchase of urea in order to guarantee that the process is carried out in accordance with legal frameworks.

“Given the priority need to acquire and distribute fertilizers for farmers, and considering the situations alerted in initial processes, the Comptroller recommends the creation of a technical table and expresses its willingness to participate with a control team,” he said in a statement.
