This Thursday, November 18, the first 1,433 proportional pensions of the Social Security Office (ONP) will be paid, after three decades of denying a benefit to older adults who contributed less than 20 years.
This is in line with the law passed by Congress in May of this year and that the ONP launched last month. In detail, S / 250 pension will be granted to affiliates who contributed between 10 and 14 years; while those with 15 to 19 years of contribution will receive S / 350 per month. There are 12 payments a year, since the ‘gratification’ of July and December is not considered.
“I have been waiting for my pension for 10 years. I thought I was not going to get anything. On one occasion that I complained, they told me to wait until I was 80 to receive something, but from there I did not know anything. Then this law came out and they gave me 13 years and 9 months of contributions ”, manifested Victor Galvez, a member of the ONP who at 75 years of age did not receive a single pension, limited by the minimum contribution requirement.
Gálvez – who belongs to the first group of beneficiaries – explained that with his credited years he was entitled to a monthly payment of S / 250; however, they gave him the option of accessing the ‘pension loan’ enabled by the ONP since last year. Thus, he would be able to accredit 15 years of contribution and receive a pension of S / 350.
The affiliate says that his work stage was much greater, but he lost about 20 years of contributions because the other company he worked for had not deposited into his fund. “Then the company (in the cosmetics business) disappeared and I lost my years of contributions, if not, ten years ago I would have received my usual pension,” he said.
For its part, Humberto Irala is another member of the National Pension System (SNP), who contributed for 12 years and is awaiting the response to his request to access a pension of S / 250. Although he was not aware of the pension loans, from the ONP we They indicated that they will validate if it meets the requirements.
It should be noted that in the long term the Ministry of Economy and Finance (MEF) projected that this measure will benefit 740,000 older adults with contributions between 10 and 19 years of age.
The president of the National Center for Retirees of Peru (Cenajupe), Oscar Alarcon, reported that the application process to access proportional pensions has been fast. However, he stated that the same benefits as those of other retirees should be considered, such as the double payment in July and December and the widow’s pension.
“The process is correct, we as Cenajupe have always agreed to acquire the life right to a pension and social health security for these affiliates. But we have also opined that there should be no discrimination in terms of your pension payment. If they acquire the category of pensioners, they must pay them double in July and December, like the rest of DL 19990 ″, he emphasized.
How to request a proportional pension?
Members of retirement age (minimum 65 years) who have contributed at least 10 years can request their proportional pension by entering the website onpvirtual.pe, which is available 24 hours a day for procedures for national or foreign residents .
When entering the platform, the affiliate must select the option ‘I am contributing’ and ‘I want my pension’. Then, you must complete the form ‘Request your virtual attention’.
Once these steps are completed, the ONP will call the member to register the request. The evaluation is within an average period of 30 business days. If everything is satisfied, an email with the resolution will be sent to you.
There are 11 service centers that can be visited from Monday to Friday from 8:00 am to 6:00 pm and Saturdays from 8:00 am to 12:30 pm.

The president of Cenajupe, Oscar Alarcón, reported that the Work Commission of the Congress of the Republic is promoting the creation of a multisectoral commission to evaluate solutions for affiliates who contributed less than 10 years to the ONP.
“We are supporting so that there is a multisectoral commission with the participation of the State, also of union centrals and contributors to have a better analysis and solve this problem. We will see what ways out there are for this sector to receive some benefit, there are different ways to solve it. This commission would be focused on those affiliates who turn 65 years of age and who contributed less than 10 years to the ONP ”, explained the leader.
