The recent and public pull of the ears by Prime Minister Mirtha Vásquez to the Minister of Energy and Mines, Eduardo González Toro, due to his absences from the Multisectoral Commission in charge of the massification of natural gas, constitutes one more evidence of the total abdication of President Pedro Castillo to Cerronismo, in the case of a key portfolio, as multiple voices from the sector warn La República.
This slight to the head of the Presidency of the Council of Ministers, who chairs said commission, has a clear political overtone. This has been implied by the secretary general of the party Free Peru, Vladimir Cerrón, through his social networks and through some congressmen such as Guillermo Bermejo, who voted against the confidence of the premier. Precisely, Bermejo, as well as other figures linked to the party, is a regular at the ministry located in San Borja.
“All this happens at a time when investment needs to be reactivated, taking advantage of the high prices of oil, gas and minerals”, the Mint Eleodoro Mayorga, former Minister of Energy and Mines.
And it is that historically the Minem has enjoyed a high degree of technical solvency in its personnel, because its role is to direct, decide and give the sectoral guidelines (norms, regulations), that is, to set the guideline that must be followed.
On the other hand, a source confirmed to this medium that a report has been presented in which it is requested to lower the requirements, both in credentials and skills, to be an official in the ministry in question.
A tangible example, of everything that has been happening, is the recent appointment of the former congressman by Apurímac Lenin Checco Chauca as chief of the Minem advisory cabinet.
According to information obtained, Lenin would assume the leadership of the conflict in the southern mining corridor, an issue that he had previously seen directly from the premier Guido Bellido.
It is worth mentioning that Checco Chauca it is a constant figure if conflict is with the mining sector.
“There are people who take advantage by exacerbating the feelings and emotions of the populations, thus seeking political gain. The subject of social conflicts requires experience, wisdom, and prudence. Someone who has dedicated himself to stirring up the masses, with what management capacity is he going to look for spaces for dialogue. It bothers me because it is my region and here the country is not at stake, but the pettiness of personal games ”, asserted Richard Arce, professor and researcher at the Cayetano Heredia University.
Changes that cost
To date, this Government is appointing two incumbents in the Minem. First, Iván Merino entered and was succeeded by Eduardo González Toro (candidate for Congress in 2016 with Peru Libertario, today Peru Libre), who, according to various versions, would have been placed by Roger Nájar, a henchman from Vladimir Cerrón.
After the arrival of Gonzalez Toro, the changes cannot be hidden: the vice ministers of Electricity and Hydrocarbons, as well as various directors, most of them with a career line, have been replaced by profiles with little or no expertise.
For Mayorga, the problems at the Minem will not be solved if a decision is not made at the highest level. “Someone has to talk to the president and the premier. This sector needs smart measures because the cost of not taking them and not triggering things correctly will be very high, “he stressed.
The truth is that today oil production is at historic lows, mining investment (as of September) far from the goal of US $ 5.2 billion for this year, and the renegotiation of gas is still unclear as to what will be sought to renegotiate.
Everything is at stake from the Minem
According to what was expressed by the President Castillo, the massification process in your government will have a decentralized approach. This will be led by Petroperú with resources from Fise, according to Minem.
However, for various specialists in energy matters, overcrowding is a State policy and is not directly part of the renegotiation with the consortium Camisea.
In this sense, investment in gas exploration and an adequate payment for the gas that is going to be exported are considered vital in the renegotiation.
At the close of this report, the Minem did not provide its discharge.
Data
Aimlessly. It is noted that inaction at the highest levels of the Minem has delayed important decisions. One of them, the change of the board of directors of Perupetro, which by law will renegotiate the contracts of Camisea.
Decline. Average oil production (as of November) is almost half that of 11 years ago.
Boycott Vásquez underway
Vladimir Cerrón asking for the head of Mirtha Vásquez in exchange for the return of Peru Libre and its bench next to President Castillo. It may give way.
