Ministry of Transport and Communications announces projects for more than S/17,000 million

The Ministry of Transport and Communications (MTC) will start this year, until 2026, a portfolio of Projects prioritized for more than S/17,000 million in plays road and airport infrastructure.

One of the main projects is the new Daniel Alcides Carrión Central Highway, whose investment amounts to S/11,959 million. “This has a Government-to-Government (G2G) contracting modality and is signed with the French Government, and the PMO (Project Management Office) is already working on updating the pre-investment feasibility study,” he explained. Paola Lazarte, head of the MTC, in a press conference.

The goal of the sector is to conclude the profile study in May of this year and start the definitive study in June. While the works would begin in March 2025.

In April 2023, the improvement of the runway system at the Piura airport will also begin until December of next year. The total investment is US$45 million. “We have a projected financial execution this year of approximately US$15 million,” Lazarte said.

Likewise, in the second quarter of this year, the MTC plans to begin the rehabilitation of the airside of the Juliaca airport for US$130 million. The execution period is 730 days and will conclude in April 2025. While in 2024 it foresees the start of the Santa Rosa expressway in Callao, for which it will allocate S/130 million.

Among the prioritized projects for this period, Road Axis 4 in the Amazonas region also stands out, for which S/1,200 million have been committed; the longitudinal Sierra Tramo 4 (US$360 million), Antepuerto del Callao (US$155.6 million), as well as bridge works (S/89 million) and highway works that will be convened this year with S/2,538 million (see infographic ).

Santa Rosa Bridge would be executed by OxI

Regarding the projects that are already underway, the Expansion of the Jorge Chávez Airport is one of the most far-reaching. “This year alone, said project represents an injection into the economy of approximately US$500 million,” said Minister Lazarte. She added that the progress of the work is 68%.

However, in the Santa Rosa bridge work, also linked to the Jorge Chávez airport, the head of the MTC maintained that it will not be completed in 2025 as planned. This as a result of the delays that occurred in the adjudication process during previous years.

“We have found that the contract should have been awarded in 2021, but it was declared void; and in 2022 the selection process was rolled back and withdrawn. That is, we have assumed a project that did not have a call process already started, but rather We’re just getting started,” he explained.

However, he stressed that his office handles the alternative of carrying it out through Works for Taxes (OxI) to meet the deadlines. “It is a modality that has optimized all the execution times in works in different regions,” stressed Minister Lazarte. She added that there is interest from companies to be able to invest in this project.

Precisely, regarding the use of the Oxl, the minister indicated that her portfolio is considering launching a package of projects this month using this modality. For which her portfolio is “carrying out collaborative work” with Proinversión.

Line 3 of the Metro would be awarded in the second semester of 2023

The Executive Power plans to tender the construction of Line 3 of the Lima Metro in the second half of 2023, according to the Minister of Transport and Communications, Paola Lazarte.

“We are contemplating, in a pessimistic scenario, making the award in the second half of this year and, based on this, we would have the project execution schedule,” he said.

On Line 2 of the Lima Metro, he reported that the project presents a physical and economic progress of 45%.

“The ministry is working on improving coordination to be able to move forward with the signing of optimizations, the acquisition of properties and the removal of interferences,” he said.
