For its part, CC. OO. calls for legal guarantees in the consolidation of public employment.
The unions have valued this Friday the agreement reached yesterday between the Spanish Government, PNV and ERC to promote the regularization of the temporary staff of public administrations.
This pact includes the possibility for interns who have been in the same position for five years to access the civil service by competition of merits.
IS IT OVER THERE considers that the modifications to the bill to promote the regularization of the temporary staff of public administrations “are an advance, although insufficient “.
According to ELA, the modifications improve the previous text, go in the direction of the proposal made by this union and expose the Law approved yesterday in the Basque Parliament, but “they are insufficient, since they leave thousands of public workers out of the possibility of consolidation“.
The reason is that, despite being structural positions, they are not covered continuously, as happens, for example, in sectors such as Health and Education, where a greater number of workers suffer from temporary employment. In Education, the appointments of the temporary teaching staff are interrupted every end of the year, and in Health even less frequently.
Therefore, ELA asks that in the process that is still pending for this Law to see the light, the text be modified so that in the consolidation processes all structural positions covered by temporary staff are summoned.
Insufficient
More critical has been LAB, which has described the pact as “a new bungling of the PNV and PSOE in Vitoria-Gasteiz and Madrid with the life plans of thousands of eventuals.”
LAB considers that through this agreement the problem of temporary employment in the Basque Administration will not be solved. As the union’s secretary of the Federation of Public Services, Gorka Berasategi, told EITB, “the situation that we have in the Basque administrations requires many tools to consolidate all the people who suffer from the abuse of temporary employment and who would be in fraud “.
One of those tools could be, as Berasategi has admitted, the contest of merits, but this route “would leave many people out, because as they have agreed it can become insufficient, especially in areas where interim reaches the fifty %”.
CC.OO. hope the agreement has no drawbacks
The secretary general of CC. OO., Unai, has indicated that “the objective is a drastic reduction of the interim in the public function and a consolidation of positions” and everything that goes in that direction “will be well done”.
The person in charge of CC. OO. has valued what was agreed and has defended that this process of consolidation of positions “must have all the legal guarantees” to give certainty to workers in structural positions or in other positions that without being structural “have been unjustly occupied by temporary persons since too many years ago. “
The process “cannot sin of voluntarism. There are times when you may want to do things that cannot be legally done,” the union leader has warned, who has said he hopes that “there is no problem” in this regard.
For its part, the Interinok Taldea union recognizes that it is a step forward, but at the same time they show their discomfort that only the last place is taken into account.
