Talara refinery will mitigate risks of shortages

The management of Dina Boluarte yesterday inaugurated the diesel desulfurization units, in order to get the New Talara Refinery (NRT) afloat, which for a few days, as reported by La República, had already been producing diesel with low sulfur content.

In a ceremony that included the participation of the Head of State and the head of the Ministry of Energy and Mines (Minem), Óscar Vera, they ratified that the production –in principle of between 25,000 and 30,000 barrels per day– from this operation will help to improve the quality of life of Peruvians, both for its economic and environmental impact.

“[El complejo] will allow for a greater production of clean fuels to satisfy domestic demand”, in addition to contributing to the effort to “reduce the high dependence on imported fuels“, said Boluarte.

The autocrat even maintained that in health, with the eco-friendly production of fuels, it will be possible to “reduce by almost US$300 million annually the expenses for diseases related to pollution” that the country has to face.

In the words of Carlos Vives, Chairman of the Board of Petroperuthe Talara refinery represents the most transcendental complex in the country, having 16 process units and 5 packages of auxiliary units and complementary services, as well as 2 liquid loading docks and twenty new storage tanks that “position it as the most important deep conversion refinery in Latin America”.

Although he clarified that they are still working on the gradual and progressive start-up of the NRT in order to provide quality and make fuel production in Peru more profitable.

Why more profitable? As she said a few days ago for this newspaper, now the Talara refinery will access a refining margin to balance the balance with its main competitors –such as Repsol– after almost three years of stoppage in which it had to pay prices for imported crude and even operate at a loss so that Petroperú complies with distributing to the market. It is now expected to have a margin of up to 36% –over the current US$30– to nourish the cash of the state company.

Likewise, Boluarte ratified – a slogan inherited from the time of Pedro Castillo – that the oil blocks I, VI and Z69 (expansion of the maritime Z-2B) “will belong to the Peruvian State”, and therefore they hope to see the full potential of the operations whose contracts will expire between this year and 2028.

From Petroperú they are certain that, by assigning them 100% of the administration of the operations due to the expiration of their contract, they have the strength to take them technically and economically.

Why is NRT important?

With the reactivation of the New Talara Refinery (NRT), from Petroperú they expect that this year an EBITDA (financial report to measure the surpluses generated by a company) will be obtained that ranges between 500 and 600 million dollars, without considering it in the budget for this year the Talara lots to expire, although Lot 1 (administered by Petroperú a year ago).

Said EBITDA is higher than that registered in 2021, when it reached an amount close to US$260 million, according to Vives.

From the state company they expect to reach 100% of their low sulfur production, of approximately 95,000 barrels per day, between March and April.
