Congress: Gas massification law does not pass to plenary session because congressmen do not give it priority

The opinion of the law to massify natural gas was approved two weeks ago and until now it cannot be debated because some parliamentarians have not put their digital signature. Meanwhile, fuel prices continue to skyrocket in the country.

The president of the Energy and Mines Commission of Congress, Jorge Flores Ancachi, demanded greater speed in this working group to sign the opinion of Law 679, which establishes measures for the massification of natural gas.

During last Wednesday’s session, the parliamentary head said that, despite the fact that the opinion was approved two weeks ago, there is a group of legislators who have not yet signed it, so it cannot be debated in plenary.

“Written communications have been received from various sectors to prioritize the debate in the Plenary of the Congress of the Republic of the opinion issued in PL 679, through which measures are proposed to promote the massification of gas.

The PL 679 was sent in 2021 by the Executive, with a new scheme to specify the massification of natural gas. For example, a single rate is proposed for the entire territory and the use of FISE resources for the laying of pipelines in concessions with little user demand.

“This pronouncement has been approved by our commission two weeks ago, however, it has not been delivered for incorporation into the Plenary’s agenda because there is an excessive delay on the part of some congressmen to digitally sign the document,” said Flores Ancashi.

“For example, Congressman Segundo Montalvo has just signed today, we don’t want to think that they want to hinder this parliamentary procedure without justification,” he added.
