Government asked Congress for legislative powers to reactivate the economy

The President of the Council of Ministers, Alberto Otárolaappeared before the Plenary of the Congress of the Republic to request legislative powers for 90 days on specific matters of economy, taxation, finance, attention to populations with high social conflict, modernization of the State, among others. The document has already been entered into the Legislature and it is requested that it be processed urgently.

Regarding the economic recovery, in terms of public investmentit seeks to authorize the approval of specific methodologies applicable to investments within the framework of the National System of Multiannual Programming and Investment Management until December 31, 2024. Authorize the development of actions to provide specialized and permanent support in investment management with international standards of project management within the framework of the National System of Multiannual Programming and Investment Management.

It also seeks to modify Legislative Decree 1435, which establishes the implementation and operation of the Invest Fund for Territorial Development (FIDT), in order to provide technical assistance to regional and local governments that are beneficiaries of the contests within the FIDT framework. They propose to modify Law 30556, in order to make the terms for the expropriation of real estate and release of interfaces more flexible in the execution of interventions that are within the framework of the Comprehensive Reconstruction Plan with Changes (PIRCC).

Regarding powers in tax matters, They highlight the creation of a simplified income tax regime for smaller companies, extending the validity of the exemptions provided for in article 19 of the Income Tax Lawmodify the General Sales Tax (GV) and Selective Consumption Tax (ISC) in order to consider the sale of metal in favor of national jewelry manufacturers as exports.

It also seeks to temporarily relax the conditions so that establishments can provide invoices to foreign tourists in order to return the IGV, among others. It should be remembered that some of the measures have already been announced as part of the Con Punche Peru reactivation plan, led by the Ministry of Economy and Finance (MEF).
