PP+Cs and Vox, as they had already announced, have rejected the reform of the RGI that has seen the light after several failed attempts in previous legislatures in which it reached the Autonomous Chamber in the form of a bill signed by the two groups that make up the regional government.
According to the agreement reached between the PNV, PSE-EE and Elkarrekin Podemos-IU regarding the RGI, the amount will go from the current 727 euros for an adult to 803 euros per month.
The mode of calculation of this benefit will no longer be referenced to the Minimum Interprofessional Wage, to be from 2024 to the indicator of the poverty risk rate, that is, to the 60% of median income corresponding to the State as a whole. In 2023 it would have as a reference the Minimum Vital Income.
Regarding the average age to receive the RGI will go from 23 to 18 years old and between both ages, the applicant will be required to be registered with Lanbide for at least one year before requesting the aid and to also carry out an exercise in a situation of emancipation or “independent life”.
In addition, although in general the requirement of having three years of registration to collect this aid is maintained, this period is made more flexible for vulnerable people.
During the defense of the law, the Minister of Labor and Employment and second vicelehendakari, Idoia Mendiahas recalled that the process to obtain its approval “has been long” and that it starts from “bitter debates” in previous legislatures.
From the PNV, Jon Aiartza He has defended that the law is “very participatory and very necessary”, that it responds to the need to “strengthen” the Basque protection system, which he has described as “strong, efficient and coherent”, after the successive economic crises suffered. “We had very high standards, but Parliament has achieved it,” he opined.
In the same line, the socialist Gloria Sanchez He has considered that the law is a “great advance” in social policies as a result of consensus, for which he has considered that in today’s plenary session “history is going to be made”. “It’s a very good law,” she said.
On behalf of the opposition, the representative of EH Bildu Nerea Kortajarena He has considered that “the law is not enough to meet” current needs and has ensured that with what is approved, the Basque institutions “protect below their means”.
David Soto (Elkarrekin Podemos-IU) has defended the agreement reached by his group “for opportunity, responsibility and work” and because the text “is a fundamental advance” and “provides a message that these social inclusion tools are not a problem, they are not become chronic and fraud is very minor”.
The representative of PP+Cs Laura Garridohas insisted that the reform “arrives late” and that it states “a system that discourages employment. “It is not a step forward because it distances the system from employability,” he criticized.
For his part, Amaia Martinez (Vox) has opined that the rule “does not stop fraud” and “does not contribute to the eradication of poverty.”
