The point is – as diplomats explain – to immediately send a signal to the world that Ukraine is a candidate for the European Union. Moldova will also receive candidate status. Georgia is also applying for it, but it still has to meet many conditions.

“We have to make key decisions. The future of these countries is in. The citizens of Ukraine have chosen freedom, democracy and the European future and are now fighting for it,” said Charles Michel, the head of the European Council a few days ago.

“Ukraine deserves the status of a candidate, of course, assuming that it will implement many important reforms,” ​​emphasized the president of the European Commission. The President of the European Commission meant, inter alia, fighting corruption in Ukraine.

Candidate status will be the first step on the long road to the European Union. However, this does not mean the automatic start of membership negotiations, and another unanimous decision will be required on this matter.

The European Union requires Ukraine to meet political and economic criteria

The draft conclusions to the summit stated that progress on the road to the Union would depend on progress in meeting the Copenhagen criteria and on the Union’s ability to admit new members. These criteria must be met by all countries that join the EU. They cover both political (e.g. the rule of law) and economic (e.g. an economy ready to cope with competition and the free market) issues.

“The leaders are to commission the Commission to prepare reports on Ukraine’s compliance with the conditions, and only after fulfilling them, will they decide on the next steps” – as it was written in the draft conclusions to the summit.

On the first day of the EU meeting of European leaders, a discussion on the subject is also expected. It is about limiting the transit by rail of sanctioned goods between Russian regions and the Kaliningrad Oblast. In reaction, she threatened the authorities in Vilnius with retaliation.

Leaders are also to talk about further sanctions against Russia, but no decisions are to be expected here. In the draft conclusions for the summit, there is a general announcement of further restrictions. “Work on sanctions will continue, including strengthening their implementation and preventing circumvention,” read an excerpt from the conclusions.

Poland is appealing, together with the Baltic and Scandinavian countries, for the adoption of further sanctions, including the embargo on gas imports, so as not to finance the Russian war in Ukraine any longer. Some countries, including Belgium and Belgium, prefer to wait and see how the restrictions already imposed work and focus on closing the loopholes.

In the evening, they will have a dinner where the leaders are to discuss the French President’s proposals for the creation of a European Political Community. On the other hand, the second day of the summit will be devoted solely to economic issues, including high inflation and rising energy prices.
