The prime minister complains that the European Union has not provided Poland with new funds to help Ukrainian refugees. – I can confirm that we have not received any new financing – said the head of government on Wednesday. “We only got permission to move one drawer in our own wardrobe to a second drawer in the same wardrobe,” he added.

Experts point out that EU funds may go to Poland. It is enough that Poland – like all other EU countries, local governments and non-governmental organizations – will apply for it. Details are explained in the analysis conducted for Gazeta.pl by Dr. Magdalena Matusiak-Frącczak, attorney-at-law.

– Poland can already apply for money, including with a retrospective date for actions from February 24, 2022 – explains the expert. And it indicates the attitude in which you can apply for funds.

As the expert explains, the amount of these funds for all countries is EUR 5 billion in 2022 and EUR 1 billion in 2023.

Dr. Magdalena Matusiak-Frącczak emphasizes that the above changes were introduced by Regulation (EU) No 2022/562 of the European Parliament and of the Council of April 6, 2022 amending Regulations (EU) No 1303/2013 and (EU) No 223/2014 with regard to to Cohesion Policy Actions for Refugees in Europe (CARE), OJ Of UE L 109, p. 1, 8.4.2022.

The expert also explained when the funds can be applied for and what will happen if the Polish government does not submit the relevant documents.

This regulation entered into force on 9 April 2022 and these are funds from the previous budget perspective (2014-2020), unused so far, if not used, they will simply be lost.

In addition, as the expert explains, under the regulations already in force (REACT-EU) for 2022 an amount of EUR 10 billion is allocated to all Member States, most of which can already be reprogrammed for expenditure related to a crisis situation caused by the aggression of the Russian Federation to Ukraine – that is on the basis of the regulation of December 23, 2020.

There will be more funds to help. – As part of REACT-EU, the mobilization of an additional 3.4 billion euros for the participating Member States is also being carried out, but it is not over here – explains the expert.

Expert: Poland can get money if it applies for it

Prof. Artur Nowak-Far from the Institute of Law at the Warsaw School of Economics, former deputy minister of foreign affairs, also admits in an interview with Gazeta.pl that the Polish government has EU funds at hand. – If the government wanted to get money from the EU, it would get it. But it has to be done in good time. You have to strive for EU money. And the government behaves as if the European Commission was to strive for Poland to get the money, he said.
