According to the plan published today, it proposes joint purchases and mandatory filling of blue fuel warehouses. These activities are to guarantee the security of raw material supplies and counteract high energy prices. These proposals will be discussed by European leaders at the two-day EU summit in Brussels that begins on Thursday, the Radio Information Agency reports.
The Commission wants to oblige EU countries to fill their warehouses with gas in at least 80 percent by November. in preparation for winter and for possible counter-sanctions from Russia. In the following years, it will be 90 percent. Now, in some countries, the filling level is less than a third.
Moreover, in a few countries, such as Germany, gas reserves are not held by the state but by Gazprom. The Russian monopoly this season kept very low reserves, which contributed to the gas crisis.
The Commission’s proposals also include certification and obligations, also towards suppliers from countries outside the EU. In addition, Brussels proposes joint gas purchases, although they will be voluntary and each country will decide whether or not to join them. The assumption of the Commission is that a task force will be created to coordinate purchases. The Commission explains that it is about a better bargaining position in negotiations with suppliers and lower prices.
The European Commission also proposes to relax the strict rules of granting state aid in the EU. It is about supporting those companies that have suffered as a result of high energy prices.
