Russia has compiled a list of “hostile” nations among which are all the countries of the European Union, the United States, Japan and Canada.
According to the Russian agency Interfax, this list includes foreign territories that, in the Kremlin’s opinion, commit “hostile actions” against the Russian Federation and the country’s companies and citizens.
The order has been signed by the Prime Minister, Mikhail Mishustin, and is part of the Decree of the President of the Russian Federation issued on March 5, 2022 “On the temporary procedure for fulfilling obligations to certain foreign creditors”.
According to the aforementioned decree, the Russian Government authorizes its citizens and companies, as well as public entities, to have foreign currency obligations with countries they consider hostile to paying them in rubles. To do this, the decree collects, the debtor can ask a Russian bank to create a special account in rubles in the name of a foreign creditor and transfer payments to him in the ruble equivalent at the rate of the Central Bank on the day of payment.
In this document are the 27 member states of the European Union, which have approved sanctions against Russia for its invasion of Ukraine.
In addition, others are defined as hostile countries such as Australia, Albania, Andorra, Great Britain (including the island of Jersey and other overseas territories it controls: such as the island of Anguilla, the British Virgin Islands, and Gibraltar), Iceland, and Liechtenstein. Micronesia, Monaco, New Zealand, Norway, Republic of Korea, San Marino, North Macedonia, Singapore, Taiwan, Montenegro, Switzerland, Japan and Ukraine itself.
